Founded in 1999, He University is located at the heart of "Bright City", proposed by nine national ministries including the Ministry of Education and National Development and Reform Commission of China. Approved by the Ministry of Education, this regular higher medical institution was established by Professor Wei He, a returned medical doctor from overseas studies who also serves as Deputy Chairman of China National Prevention of Blindness Technical Steering Committee, Board Member of AOPT (The Association for Ocular Pharmacology and Therapeutics),  Board Member of the OF (Ophthalmology Foundation) and Secretary-General of Joint Meeting of Chinese-Japanese-Korean Ophthalmologists.

       The university upholds the motto of "Dreams, Gratitude, Questioning, Perseverance, Result", adhering to the principle of "All for Students", and leveraging the advantages of integrated platform of "Medical, Education, Research and Industry" to cultivate individuals who embody rational thinking, independent personality, innovative spirit, a national rejuvenation person who unities knowledge and action. The students come from 24 provinces, autonomous regions, and municipalities directly under the Central Government across China.

        He University focuses on the fields of anti-aging and full life cycle health management, and is committed to developing into a technology-driven, innovative, entrepreneurial and internationalized application-oriented pioneering university in big health industry that integrates "talent cultivation, scientific research innovation, industrial transformation and social services".

        Currently, it offers 23 undergraduate programs, 1 vocational undergraduate program and 4 vocational programs covering seven disciplines: Medicine, Engineering, Arts, Science, Management, Education and Agriculture. The university collaborates with domestic medical universities such as Dalian Medical University, Ophthalmology Institute of Traditional Chinese Medicine, Chinese Academy of Sciences, Shenyang Pharmaceutical University, Jinzhou Medical University, and Liaoning University of Traditional Chinese Medicine, etc to jointly offered postgraduate education, establishing a diversified talent cultivation platform.

       He University has worked with over 100 internationally renowned scholars and academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering as visiting professors, honorary professors, and honorary deans, appointed distinguished scientists as academic leads - established National and Local Joint Laboratory of the National Development and Reform Commission, International Science and Technology Cooperation Base of the Ministry of Science and Technology, Training Center of Blindness Prevention and Treatment of National Health Commission, and Eye Gene Bank. Industry-Academia Collaborative College of Innovative Pharmaceuticals and the Industry-Academia Collaborative College of Visual Sciences have been rated as Modern Industry Colleges of regular higher education in Liaoning Province by the Department of Education of Liaoning Province, and its Optometry program has been approved as a National First-Class Undergraduate major.

        Since its establishment, He university has adhered to the principles of "connotative innovation, digital-intelligent empowerment, industry-education integration, and international collaboration", continuously promoting the in-depth integration of high-quality synergistic development between technological innovation and industrial innovation.

        By leveraging cutting-edge technology platforms such as gene editing, stem cell therapy, advanced biomaterials, and synthetic biology, the university has built three cross-industry clusters spanning biopharmaceuticals, intelligent medical devices, and digital therapeutics. It has undertaken 27 national-level research projects, including key national R&D programs, achieving a technology transfer rate exceeding 80%.

        Notably, He University has broken international monopolies in key fields such as ophthalmic robots, ophthalmic biomaterials, and ophthalmic gene therapy. Among them, more than 30 innovative products including the intelligent screening system for myopia prevention and control and ophthalmic robots that it participated in the research and development have obtained medical device registration certificates, and the products are sold in over 100 countries around the world.

        He University actively explores innovative reforms in entrepreneurship education and collaborates with over 10 research institutes, more than 30 startups, and multiple clinical teaching and internship hospitals to provide students with expanded employment and entrepreneurial opportunities.

        In recent years, the university has been successively awarded and approved as a "National Model School for Innovation and Entrepreneurship in Private Colleges and Universities", a "Provincial Innovation and Entrepreneurship Demonstration Base", the "Liaoning Provincial Demonstration Base for College Student Entrepreneurship Incubation", and the "Liaoning Ophthalmic Industry Innovation and Entrepreneurship Demonstration Base".
